Too many dogs are dying weekly from this!  April 29, 2013 -   Legislature considers bill creating animal cruelty register AUSTIN -- The Texas legislature is considering a bill that would create an animal abuse registry.   House bill 3747 creates a database containing information about people who have been convicted of offenses involving animal cruelty.
